What is higher-rate Land Transaction Tax in Wales?
Land Transaction Tax (LTT) is the property transaction tax charged on qualifying land and property purchases in Wales.
Wales has separate residential LTT rates for certain additional-property transactions. These are known as the higher residential rates.
They commonly apply when purchasing an additional residential dwelling while retaining ownership of another property, subject to the relevant conditions.
The higher residential rates can be relevant to second homes, buy-to-let properties, some company purchases and certain other transactions.
Wales higher residential LTT rates for 2026/27
The following higher residential LTT bands are used in the calculator's illustrative calculations.
| Purchase price band | Higher LTT rate |
|---|---|
| Up to £180,000 | 5% |
| £180,001 to £250,000 | 8.5% |
| £250,001 to £400,000 | 10% |
| £400,001 to £750,000 | 12.5% |
| £750,001 to £1,500,000 | 15% |
| Above £1,500,000 | 17% |
These rates are progressive. Each percentage applies only to the portion of the property price within that band.
Applies to the first £180,000 of a qualifying transaction.
Applies to the portion of a qualifying purchase above £1.5 million.
How is higher residential LTT calculated?
Higher residential LTT is calculated using a progressive band system.
The calculation applies each rate to the relevant slice of the purchase price and adds the resulting amounts.
For example, the first £180,000 is taxed at 5%, the next £70,000 at 8.5%, and the next portion at 10%, where applicable.
The calculator uses the higher-rate bands directly rather than simply adding a flat percentage to the standard residential LTT result.

When do higher residential LTT rates apply?
Higher rates may apply where an individual purchases an additional residential property while already owning another qualifying residential property.
They may also apply to certain transactions involving companies, trusts or other ownership arrangements.
Whether the rates apply depends on the relevant ownership conditions, transaction structure, timing and statutory exceptions.
Buy-to-let property purchases in Wales
Many buy-to-let purchases can attract higher residential LTT rates, especially where the buyer already owns another dwelling.
However, the exact tax treatment depends on the nature of the property, buyer and transaction.
Investors should include estimated LTT in their acquisition costs alongside legal fees, surveys and other expenses.
Replacing your main residence
Higher residential rates may not apply to certain qualifying replacements of a main residence.
If an existing main residence has not yet been sold when a new property is purchased, higher rates may initially be relevant.
Depending on the circumstances, the buyer may qualify for a refund after disposing of the former main residence within the applicable period.
Can higher-rate LTT be refunded?
Some buyers who pay higher residential LTT may later qualify for a refund.
Refund eligibility is subject to specific conditions, deadlines and evidence requirements.
This calculator does not assess refund eligibility or calculate refund claims.
Higher residential rates versus main LTT rates
Wales has separate band structures for main residential LTT and higher residential LTT.
The higher-rate calculation should not be treated as simply adding one flat surcharge to the standard residential LTT.
